I would parboil, or roast the cauliflower otherwise it may be too hard.
Frozen veggies I would put in a strainer and thaw before adding to get rid of the extra liquid or your quiche may be runny. You prob. don't need to cook them, but I wouldn't add them frozen.

I love quiche but can't say I'm an expert. I have 2-3 recipes I do regularly. Mine are the kind where you have an open pie crust, dump the filling on top, top that w/ a mixture of milk, eggs and grated cheese, and then bake.
My 2c:
The quiche has approx. 30 min oven time. You need to know if raw cauliflower florets will cook in that time and among other ingredients. I'd steam them some, since they are pretty hard.
Also, you need to factor in that frozen veggies will release water as they thaw and cook, and this may make the crust soggy.
BUT... if your recipes are different from mine, this may not be very helpful
