I just don't know if coconut milk would have the same thickness and "chewiness" that sweetened condensed milk would. I did, though, find several recipes for making your own sweetened condensed milk...and in a couple of places, people said they had used soy milk powder instead of powdered milk, so that might be a better idea. Here's one recipe; most of them looked similar to it. I would bet sweetening and reducing rice milk or almond milk would work well, too. My other concern would be the higher amount of saturated fat in coconut milk vs sweetened condensed milk. This website says Cream of Coconut works.
